Camjabber - CR Alternative

Camjabber seems like a solid CR alternative, usually a couple hundred people on and there's a bunch of cool options available. Though the interface can be a little annoying.

CamToya - CR Alternative

CamToya is a French site like CR, there's only one reason I'm adding it to the list, it has a feature that sets it apart from most Chatroulette alternatives.

CamToya is very very slow for me, as a result I've spent little time on it, the one feature I find interesting is you can have a random 4 way video chat with people.

Pretty nifty if it weren't so slow.

FaceBuzz - CR Alternative

FaceBuzz hangs a lot for me, though there does seem to be a good amount of people on it, looks flash to.

Camstumble - CR Alternative

Camstumble isn't very active, there are usually around 10 to 20 people using it at any given time, though they do offer some more traditional chat services.
